APCIA CEO on Florida market: ‘Today, the Florida insurance market is experiencing strong growth’

David Sampson, president and CEO for the American Property Casualty Insurance Association (APCIA), said Florida’s insurance market is seeing added competition and easing rate activity following reforms and regulator filings.

“Today, the Florida insurance market is experiencing strong growth and stability, and Floridians are benefiting from improved affordability,” said Sampson. “Seventeen new companies have entered the market to offer coverage since the reforms were passed. Since November 2025, the Florida Office of Insurance Regulation (FLOIR) reports 73 rate-decrease filings and 94 filings requesting no increase. In 2025, Florida’s top five auto insurers, which represent 78% of the state’s auto insurance market, decreased rates by an average of 6.5%.”

Florida lawmakers enacted significant insurance and tort-related reforms between 2022 and 2023. These measures aimed to reduce legal system abuse and claims-driven litigation costs, which had previously pressured availability and pricing. According to Sampson, the current market momentum can be attributed to these reforms, as a more predictable legal environment has attracted new entrants and supported improved affordability for policyholders.

Citizens Property Insurance Corp. reported a sharp decline in its policy count from its October 2023 peak as depopulation accelerated. This occurred alongside recommended rate cuts for many policyholders ahead of 2026 renewals. Separately, Governor Ron DeSantis’ office framed upcoming Citizens premium reductions as part of broader stabilization efforts following the reforms, with statewide average relief expected for spring 2026 renewals.

Sampson, who leads APCIA as president and CEO, is a longtime advocate for insurance and public policy. He regularly represents property-casualty insurers on issues such as legal system reform, market competition, and affordability. Industry profiles identify him as a primary spokesperson for APCIA’s state and federal engagement on insurance market stability and regulatory policy.

The American Property Casualty Insurance Association is a national trade group representing home, auto, and business insurers. Its mission is to promote private market competition and advocate on legislative and regulatory issues affecting property-casualty insurance.
